At the Meeting of the Town Council held on Monday 10th August, a number of residents raised concerns about the future of the wildflower area at Castle Meadow. These concerns predominantly stemmed from “rumours” residents had heard, so we feel it pertinent to provide some clarity on the current situation.

We recognise that the wildflower area holds particular significance for many residents and community groups who invested time, effort and enthusiasm in creating it. As a community-led initiative, it has become an established feature of Castle Meadow. Some residents have understandably expressed concern about its future, and the Council fully acknowledges the attachment many people have to this space. These views will form an important part of the Council’s considerations as the project develops and the various evidence-based options are assessed before any decision is made.

As part of the wider discussions regarding the storage compound behind the Pavilion and Men’s Shed and improvements to lighting and security at the Castle Meadow site, we are also considering improvements to the layout and capacity of the Castle Meadow car park. This will include improvements to the uneven surface, the provision of dedicated accessible parking bays, drainage, landscaping and may include additional vehicle parking. The current car park layout does not allow sufficient space for turning areas, especially for emergency services vehicles, which is also an important factor the council will to consider.

The project remains at an early design development stage and no final proposals have yet been presented to Council for consideration. This is because the emerging design is still being informed by several professional assessments and technical investigations. These include a Flood Risk Assessment, which is currently underway, together with trial hole investigations being undertaken by the Council’s contractor to establish ground conditions and determine the most appropriate surfacing and drainage solutions.

It would be neither responsible nor appropriate for the Council to present detailed proposals or make decisions before the necessary evidence has been gathered and assessed. Concerns relating to flood risk, drainage, visual impact and environmental considerations are precisely the matters that the Council’s professional advisers are currently examining.

Some residents have raised concerns that ecological impacts have not been considered. The Council has already commissioned an independent ecological assessment of the site and the findings have been presented to, and considered by, the Castle Meadow Project Group as part of the project’s development. This group is made up of Councillors, Men’s Shed representatives, representatives from our Flood & Rivers Management Advisory Committee (FaRMAC) and Council Officers. Environmental considerations therefore form an established part of the Council’s decision-making process for this project.

Similarly, no decision has been taken regarding the final extent of any parking provision, the type of surfacing that may be used, or what mitigation measures may ultimately be required. These matters will be informed by the professional advice currently being obtained.

The Council fully appreciates the importance of flood risk, environmental protection and the potential impact on neighbouring properties. These matters are being carefully considered through a programme of professional assessments and technical investigations currently underway. The findings of this work will help shape any future proposals and ensure that decisions are taken on the basis of evidence, expert advice and best practice.

Once the design has been refined following input from the Council’s professional advisers, and once the necessary investigations and assessments have been completed, residents living in the vicinity of Castle Meadow will be engaged and given the opportunity to comment on the emerging proposals before any final decisions are taken.

The future of the wildflower area, therefore, has not been decided. Various options will be presented to Council members through the usual formal channels at the appropriate time.

We would like to reassure all our residents that the Town Council remains committed to a transparent, evidence-led approach that balances the needs of residents, site users, environmental considerations and the long-term stewardship of Castle Meadow. Decisions will be based on evidence, professional advice and the Council’s statutory responsibilities, rather than assumption or speculation.
